Once your neighborhood has Block Captains and Co-Captains in place, the next step is to choose people to be "Specialists" in particular areas.  Some of these areas include:  Transportation, Child Care, Medical, Death and Morgue, Water and Sanitation.  Find those in your neighborhood who are best suited and are willing to take on these responsibilities.  Following are the specific areas of specialists needed and their responsibilities.
